From Russia With...Surveillance?

The Big Picture:

On November 25, the Russian Defence (Defense) Ministry launched a Soyuz-2 rocket carrying a surveillance satellite. The satellite spacecraft is reportedly in a "target orbit from which the state of domestic satellites can be monitored" and "allows you to take pictures of the Earth's surface."
